报告摘要：

To mitigate climate change, China has launched trading in the national carbon emissions trading market, but its coverage and implementation effectiveness are limited. Since the regulation scope of a carbon tax could be larger and a carbon tax is more transparent and simpler to use, it needs to be implemented in the next step. However, previous studies analyzing the impact of carbon taxes rarely examine its transmission mechanism considering input-output linkages, leading to the insufficient theoretical basis of these researches. To address this need, this study considers a carbon tax in a production network model with sectors employing constant elasticity of substitution (CES) production technologies. Then we provide closed-form expressions for the effects of the carbon tax to analyze the influence mechanism of it on sectoral production and carbon emissions with the existence of intersectoral correlations. This study uncovers a new effect called redistribution effect in the transmission mechanism. Theoretically, we further clarify the transmission mechanism of carbon tax policy through intersectoral connections in the production network. After calibration and simulation, we discover some sectors with little contribution to carbon emissions reduction and seriously negatively affected output if a carbon tax is implemented in China, such as the construction sector. Based on simulation results above, we suggest that all the effects in the impact mechanism of carbon tax policy should be considered comprehensively. Sectors such as construction sector in China should be given enough attention during carbon tax implementation, offered with subsidies or guided to applying a cleaner input structure.

李仲飞，南方科技大学讲席教授，国务院学位委员会学科评议组成员，曾获国家杰青、全国模范教师、国务院政府特殊津贴专家、全国百篇优秀博士学位论文、新中国成立70周年观礼嘉宾等奖励与荣誉。曾任中山大学岭南学院特聘教授、社科处处长、管理学院执行院长、创业学院院长。现兼任国家社会科学基金学科评审组专家，中国系统工程学会副理事长，中国优选法统筹法与经济数学研究会副理事长及其量化金融与保险分会理事长，管理科学与工程学会常务理事，《中国管理科学》《系统工程理论与实践》《系统工程学报》《管理工程学报》《管理评论》《计量经济学报》《工程管理科技前沿》《Digital Finance》《International Journal of Financial Engineering》《Journal of the Operations Research Society of China》《Journal of Systems Science and Information》等十多个国内外期刊的领域主编、副主编或编委。

研究领域包括科技金融、绿色金融、养老金融、金融科技、金融工程与风险管理、金融市场与投资。在这些领域，主持了国家自然科学基金创新研究群体项目、重大项目课题、重点项目、杰青项目、与香港研究资助局联合科研基金项目等科研项目，参加了国家“973计划”项目、国家社科基金重大项目（子课题负责人）等项目。在《科学出版社》等出版学术专著6部，在国内外权威学术期刊发表论文200余篇。作为第一获奖人曾获教育部人文社会科学研究优秀成果二等奖一项、广东省哲学社会科学优秀成果一等奖两项。曾入选教育部新世纪优秀人才支持计划，近四年连续入选Elsevier 中国高被引学者榜单，2023年入选美国斯坦福大学发布的全球前2%顶尖科学家榜单。曾获广东省教育教学成果奖一等奖，国家级教学成果奖二等奖，“中国十大最受尊敬商学院院长”荣誉称号。
